The present study aims to examine the role of religious assemblies (Hey'ats) in future urban governance and to explore the potential for transforming them from marginal institutions into key actors, using a combined approach integrating grounded theory and futures studies. Primary data were collected through in-depth interviews with stakeholders, including members of religious assemblies, urban managers, and citizens in three major Iranian metropolises. In the first stage, qualitative data relevant to the subject were extracted and coded using a six-category paradigmatic framework. Analysis identified legal uncertainties, political-ideological tensions, challenges related to digitalization, and generational conflicts as barriers and inhibiting factors, while transitional capacities such as strong social capital, institutional empowerment through the establishment of joint councils, the integration of tradition and technology, and prominent educational and cultural roles were identified as key drivers of transformation. Based on a cross-impact matrix and the aggregation of expert opinions in a Delphi workshop, four potential scenarios—“Transformative Cohesion,” “Conflict and Polarization,” “Limited Integration of Tradition and Technology,” and “Status Quo Stabilization and Possible Regression”—were derived and evaluated in terms of indicators such as likelihood of occurrence, impact on urban governance, technology acceptance, and social cohesion. The results indicate that the “Transformative Cohesion” scenario was considered by the experts to be the optimal pathway for achieving participatory and sustainable governance. Accordingly, practical recommendations were proposed for transforming the role of religious assemblies (Hey'ats) in urban governance.
