The electoral system in Iran is one of the most important arenas for public presence and participation. Following the victory of the Islamic Revolution, the enthusiastic participation of the people in elections not only strengthened its popular character but also created a strong deterrent that contributed to protecting and safeguarding the country against various threats posed by its enemies. This is evidenced by the enemy’s efforts to weaken public participation and by the repeated emphasis of the Leader of the Revolution on the importance of public presence and participation in elections in order to neutralize threats and malicious actions by the enemies. The close relationship between public participation and the country’s economic, social, and cultural issues, as well as people’s loyalty to the political system and their sense of satisfaction with and trust in the governing system, makes it essential to address this issue and utilize all available efforts and capacities to increase public participation. Using a futures studies approach, this study sought to identify the main drivers affecting public participation in the upcoming 1406 Islamic Consultative Assembly elections and to determine the extent and manner of their mutual influence. The study was applied in purpose, used a combination of documentary and survey methods, and was analytical and exploratory in nature. Data were collected through a review of the theoretical and empirical literature and in-depth interviews with experts. The identified drivers were analyzed using cross-impact analysis with MICMAC software. Based on their high direct and indirect influence scores, the political culture of participation, societal elites, and social capital were identified as the main drivers.
