Over the past decade, the growth of terrorist groups, especially ISIS Khorasan, in Afghanistan has been one of the country's major security threats. Consequently, each of Afghanistan's neighboring regional countries has adopted different anti-terrorist policies and approaches to security threats in the country based on their own interests. The failed anti-terrorist policies and traditional military strategies of these governments in combating terrorist groups have threatened regional security more than ever. Therefore, the purpose of this study was to examine the theoretical approach of "reverse defense" against the threats of terrorist groups, especially ISIS Khorasan, in Afghanistan. The main question raised in this study is: What approach should these regional governments adopt to counter the growing threats of ISIS Khorasan? In response to this question, this hypothesis, in the form of a descriptive-analytical method and using library and internet resources, seeks to present a new defense approach under the title of the "reverse defense" theory. The findings of this research show that, given the current ecosystem of this group and the increasing resistance to the counter-terrorism policies and traditional military strategies of these governments, by using this new defense approach, they will be able to take action to neutralize the threats and even collapse ISIS Khorasan or at least limit the movements of members of this group within the borders of Afghanistan.
