مطالعه تطبیقی الگوهای دیدبانی صنعت دفاعی رژیم صهیونیستی و ترکیه

چکیده

صنعت دفاعی به‌عنوان یکی از ارکان راهبردی امنیت ملی و اقتصاد دانش‌بنیان، نیازمند سازوکارهای پیشرفته دیدبانی برای رصد تحولات فناورانه، بازار جهانی تسلیحات و ریسک‌های زنجیره تأمین است. این مقاله با هدف تبیین و مقایسه تطبیقی الگوهای دیدبانی صنعت دفاعی، به بررسی دو مورد مطالعاتی رژیم صهیونیستی و ترکیه می‌پردازد که طی دو دهه اخیر توانسته‌اند جایگاه معناداری در بازار جهانی تسلیحات و فناوری‌های نظامی به دست آورند. روش تحقیق پژوهش، توصیفی–تحلیلی و مبتنی بر مطالعه اسنادی و تحلیل محتوای گزارش‌های رسمی، داده‌های مؤسسات بین‌المللی و منابع علمی معتبر است. چارچوب تحلیلی مقاله بر پنج محور اصلی شامل تصویر کلان صنعت دفاعی، ساختار نهادی و بازیگران، سازوکارهای دیدبانی، روش‌ها و ابزارهای دیدبانی و الگوی کلان دیدبانی استوار است. یافته‌ها نشان می‌دهد که رژیم صهیونیستی الگویی فناوری‌محور و صادرات‌گرا را دنبال می‌کند که بر انسجام نهادی دولت، شرکت‌های بزرگ و دانشگاه‌ها و حفظ مزیت فناورانه متمرکز است، در حالی که ترکیه با تأکید بر بومی‌سازی، شبکه‌محوری و تصمیم‌سازی سریع، دیدبانی را به ابزاری برای کاهش وابستگی خارجی و توسعه ظرفیت صنعتی داخلی تبدیل کرده است. مقایسه تطبیقی این دو الگو نشان می‌دهد که اگرچه هر دو کشور دیدبانی را بخشی جدایی‌ناپذیر از سیاست صنعتی دفاعی خود قرار داده‌اند، تفاوت در اولویت‌های فناورانه، نقش نهادهای مرکزی و نحوه پیوند دیدبانی با تصمیم‌سازی صنعتی، مسیرهای متمایزی را رقم زده است. نتایج پژوهش می‌تواند برای تحلیلگران و سیاست‌گذاران حوزه دفاعی در طراحی الگوهای بومی دیدبانی صنعتی مورد استفاده قرار گیرد

چکیده [English]

The defense industry, as a core pillar of national security and the knowledge-based economy, requires systematic industrial scanning to monitor technological change, global arms markets, and supply chain risks. This article presents a comparative analysis of defense industry scanning models through two case studies: the Israeli regime and Turkey, both of which have achieved notable positions in global defense markets over the past two decades. The study uses a descriptive–analytical approach based on documentary research and qualitative analysis of official reports, international databases, and academic literature. The analytical framework is organized around five dimensions: the overall profile of the defense industry, institutional structure and key actors, scanning mechanisms, scanning methods and tools, and the integrated industrial scanning model. The findings show that the Israeli regime has developed a technology-centered and export-driven scanning model, characterized by strong institutional cohesion between government agencies, major defense firms, and universities, with the primary goal of sustaining technological superiority. Turkey, by contrast, has adopted a localization-oriented and network-based model that links industrial scanning directly to domestic capability building, supply chain resilience, and rapid policy implementation. While both countries treat industrial scanning as a strategic element of defense industrial policy, differences in technological priorities, institutional coordination, and the translation of scanning outputs into industrial decisions have produced distinct development paths. The study highlights how contextual political, economic, and security factors shape national approaches to defense industrial scanning and offers insights relevant for policymakers seeking adaptive and resilient defense industrial strategies.
