The present research aims to examine the role of Hey'ats in future urban governance and to explore the potential for transforming these religious assemblies from marginal institutions into key actors. The study employed a combined approach of data-based methods and futures studies, utilizing in-depth interviews with stakeholders, including Hey'ats members, urban managers, and citizens in three major Iranian metropolises. Initially, qualitative data relevant to the subject were extracted and coded using a six-dimensional paradigmatic framework. Analysis revealed that structural barriers such as legal uncertainties, socio-political ideological tensions, challenges related to digitalization, and generational conflicts significantly impede the integration of Hey'ats into formal urban governance. Conversely, transitional capacities such as strong social capital, institutional empowerment via joint councils, the fusion of tradition with technology, and prominent educational and cultural roles were identified as key drivers for transformation. Based on a cross-impact matrix and expert consensus obtained in a Delphi workshop, four potential scenarios—“Transformative Cohesion”, “Polarization and Conflict”, “Limited Fusion of Tradition and Technology”, and “Status Quo Stabilization with Reversal Risk”—were developed and evaluated using indicators including likelihood, impact on urban governance, technology acceptance, and social cohesion. The results indicate that the “Transformative Cohesion” scenario is considered the most optimal pathway for achieving participatory and sustainable governance. Accordingly, executive recommendations are proposed to foster a reconceptualization of Hey'ats’ role in urban governance.
