This study, acknowledging the existence of explicitly stated phenomenological verses in the Holy Quran, seeks to identify which categories and groups of these verses are effective for constructing the discourse of Ayah research; in other words, it aims to determine which categories of verses are suitable and necessary for specific types of audiences. The research employs qualitative content analysis to identify explicitly stated phenomenological verses in the Quran. An initial model of the explicitly stated verses was developed, and methods for categorizing these verses were subsequently presented. In the next step, the audiences of the verses were categorized based on the mentioned criteria. The findings indicate that 47 explicitly stated verses exist in the Quran, which can be categorized based on lexical criteria such as audience groups, individual, collective, environmental (contextual), and specific characteristics of the audience, as well as semantic criteria such as outward (afaqi) and inward (anfusi), permanent and temporary, past, present, and future, worldly and transcendent, and logical criteria such as multiplicity of meaning and concept. Additionally, numerous verses cater to various groups within the faith community with distinct characteristics, aligned with the aforementioned lexical divisions. The research presents unstated phenomenological verses of the Quran based on Allama Tabatabai's perspective, explicitly stated phenomenological verses, criteria for categorizing verses, criteria for discourse formation, and finally, verses suitable for discourse construction targeted at four audience groups: the general public in both non-faith and faith-based societies, specialists, and rulers.
